Sheff Wed Confronts Major Issues, Declares New Football Authority

'Our role is integral to football's future' - independent football regulator the new chairman

The team's persistent issues are seen as a "major concern" and the independent regulator is seeking powers to look into club affairs in such situations, its new chair David Kogan has stated.

During an extensive discussion, Kogan, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four supporter groups connected to the South Yorkshire club recently.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for football in England and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and addressed."

Financial Struggles and Leadership Concerns

The club's controversial proprietor the Thai businessman suggested earlier this year he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in March and May led to sanctions by the league officials in June, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although the ban was rescinded in late summer.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, Bury or any football club where people are committed to a regional establishment that has been part of their lives in many cases.

"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for causes separate from the supporters."

Inquired if the authority might compel an owner to sell a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"The last thing what we want to do is start getting involved with an individual club, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"However, realistically, when you review the record of the game, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the manner they have operated their organizations and finally refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to detail the scope of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the sport makes errors, the significant advances achieved necessary will vanish swiftly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment coming into football and has been invested for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an financial organization of the Premier League.

"I of all people understand the worry about compromising the top flight as an elite competition of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a significant confidence."

Partisan Associations

Kogan is still facing a "thorough examination" by the official appointments authority after he revealed he contributed money to the Labour Party in recent years.

The chairman contributed funds to government minister the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any sort of politics."
